This is a 48 piece set of silver-plated/stainless steel mix flatware set by R. Wallace.
1835 Buckingham pattern (see first photo) with twelve of EACH:
Butter knives, Tablespoons and Dinner Forks.

There are eleven teaspoons with one soup spoon (this is how I found this set).
No formal box and they are unpolished.
