Quiet, Respectful guy, 57, looking for a stable place (Portland)

I'm looking for a decent place to rent, it's been brutal out there, and I've had nothing but terrible luck finding a place.
I'm on disability so I have a fixed income of 1000 a month. I can't afford anything more than about 650 a month for a place.
I recently quit smoking, I have a three year old cat that plays well with others.
I'm a cinephile and love talking about movies. Post punk kind of guy.
If you have a room in a house with cool people and all working amenities, meaning stove, fridge, heat, ac etc, I'd love to talk. I hate to have to include that line, but I've had people mislead me about all of those things.
I'm getting older and I just want a safe, stable, quiet existence for me and my cat.
