On a budget? Start with a place to play and a pair of 3M Peltor hearing protection.
You can cover the heads with any fabric to quiet them and consider moving to the RTOM Black Hole pads.
From there find a local drum shop that includes installation and tuning with a set of heads/skins. Consider muted practice heads.
From there watch Craigslist for a Tama Iron Cobra bass pedal and hi-hat stand. These are $175 new together. That upgrade will improve your technique.
Consider “silenced” practice cymbals (covered in holes) for quieter indoor play and there hundreds of upgrade options available from there, each of which is a matter of choice.
From there graduate to a higher-end kit.
