Used, tested as working. I got it from a friend a year ago who used it for a few months in his pre-built before upgrading. I have personally seen it working. I was going to put it in my new build, but could not afford the rest of the parts in the build. It is on the AM4 platform which supports the more affordable DDR4 memory. I can also include an AMD stock Wraith Stealth cooler, if you want it, but I don't have any thermal paste for it.
