I plugged this in an turned the switch to On and the light came on. It didn't shine through onto my hand below (at least it didn't look like it, I did it outside on a bright day), I guess something is inserted blocking it. That is all the testing that has been done, you're buying for parts or not working.
I'm hoping someone wants this for its age as I know there are newer probably more practical models available. This is apparently around 70 years old. Which, it is in good cosmetic shape.
