Request for Proposal – Archaeological Monitoring Services
Project: Ladera Vista Residential Development
Location: 1900–1950 Ladera Vista Drive, Fullerton, California
Seeking proposals from qualified archaeological consultants to provide cultural resources monitoring and compliance services for the Ladera Vista Project in Fullerton, Orange County, California. The project is subject to the California Environmental Quality Act (CEQA) and must comply with Mitigation Measures CR-1 and CR-2 of the project’s Mitigation Monitoring and Reporting Program.
Scope of Services
1. Cultural Resources Monitoring and Mitigation Plan (CRMMP)
Prepare a Cultural Resources Monitoring and Mitigation Plan (CRMMP) in accordance with project mitigation requirements. The lead archaeologist must meet the Secretary of the Interior’s Professional Qualifications Standards for Archaeology. The CRMMP should include:
Project description and scope of monitoring.
Roles, responsibilities, and qualifications of monitoring personnel.
Native American consultation and monitoring requirements.
Monitoring methodology.
Identification of potential archaeological and cultural resources that may be encountered.
Archaeological research design, including local cultural history and research questions.
Evaluation criteria under applicable California laws.
Procedures for inadvertent discoveries of archaeological resources.
Procedures for discovery of human remains in compliance with Public Resources Code Sections 5097.98–99 and Health and Safety Code Sections 7050.5 and 7052.
Final reporting requirements.
The consultant will submit the CRMMP electronically to the City of Fullerton and the client for review and approval before ground-disturbing activities begin.
2. Archaeological Monitoring During Construction
Provide qualified archaeological monitoring for all ground-disturbing activities in accordance with the approved CRMMP. The archaeological monitor must have authority to temporarily halt or redirect construction activities as necessary to identify, evaluate, and recover cultural resources in coordination with tribal monitors.
Please include pricing assumptions for:
Up to 10 eight-hour monitoring days.
Overtime rates for work exceeding eight hours per day, forty hours per week, weekends, and holidays.
Half-day or minimum-call charges.
Additional daily rates if monitoring extends beyond ten days or if multiple monitors are required onsite.
If archaeological resources are encountered, the consultant should coordinate with the client, the City of Fullerton, and affiliated tribes to assess significance and recommend appropriate treatment and disposition measures consistent with CEQA requirements.
3. Final Reporting
Upon completion of grading activities, prepare and submit a final monitoring report or negative findings letter documenting:
Dates and duration of monitoring.
Monitoring methods employed.
Summary of findings.
Compliance with mitigation measures.
If resources are discovered, provide an expanded evaluation report documenting findings, analyses, recommendations, and any data recovery or treatment measures undertaken. Final reports may need to be submitted to the City of Fullerton and the South Central Coastal Information Center at California State University, Fullerton.
