If you do not understand what silver certificate means at the time that this bill was printed the United States government had precious metals to back the paper money. There had to be a dollar coin made of silver in a bank to back each paper silver certificate dollar in circulation. At that time you could turn in a paper silver certificate at the bank and receive a silver dollar coin. The use of silver in coinage in the USA was phased out from 1965 through 1970. Now our money is fiat, back only by the government saying it is worth something.
