It is a type of multimeter with a very high input impedance to minimize circuit loading.
It is specified to be an auto-ranging unit with potential to measure as low as 10 microvolts per digit (±10 µV full range)

I have not used it (reason for listing the condition as fair)
Comes with the power cord, no probe
It is about 9x4x15 inches counting feet and knobs
