Complete set. Steel gaffs with 4 inch cadillac pads. 6 foot-six pole safety strap with additional tether. Also comes with a diddy bag and carrying case for it all. What you see is what you get.

Tree gaffs could also be bolted on instead of the utility pole gaffs. Note - these are for creosote-treated poles.
