We are property managers in Santa Barbara, and we have seen people getting scammed on Craigslist. A lot of scammers use rental rates that are often too good to be true, but there are scam ads for apartments that are priced around market rate now, and the scammers are posing as real property managers or property owners. They are really sophisticated these days, even using emails that include something like "Santa Barbara Rentals". Their emails and language used is very professional. They will also post fake local phone numbers from a free app, so it looks like they're local professionals.
Some of them are even using the Santa Barbara Rental Property Association's rental application to send to you to fill out. Everything they do seems completely legitimate, but once you send them money, you will never hear from them again.
Please be really careful and always make an effort to see a unit in person and meet the property manager before you send money or sign a lease. Also be careful about sending out an application to a stranger with your personal information on it.
