About the Position
We are seeking an experienced, detail-oriented Part-Time Remote Project Estimator to support our estimating team for a civil construction company specializing in underground wet utilities, paving, grading, and earthwork.
The ideal candidate will have experience reviewing civil engineering plans and specifications, performing digital quantity takeoffs, preparing detailed cost estimates, and developing competitive bid proposals for civil construction projects. The candidate must be proficient in Bluebeam Revu for PDF plan review and quantity takeoffs, understand how to incorporate geotechnical engineering reports into estimates and proposals, and have the ability to identify value engineering opportunities that improve project pricing and competitiveness.
Although this is primarily a remote position, the estimator must be available to attend pre-bid job walks and occasional meetings at the company office or in the field to review project plans, estimating details, and bid proposals.
Key Responsibilities
• Review civil engineering plans, construction drawings, project specifications, bid documents, and addenda.
• Perform digital quantity takeoffs for underground wet utilities, including water, sewer, and storm drain systems.
• Perform quantity takeoffs and prepare estimates for paving, grading, earthwork, and related civil construction activities.
• Utilize Bluebeam Revu to review plans, measure quantities, perform takeoffs, and organize estimating documentation.
• Read, interpret, understand, and apply geotechnical engineering reports to estimating and proposal preparation, including soil conditions, excavation requirements, compaction specifications, subgrade preparation, and soil handling requirements.
• Calculate material quantities, labor costs, equipment requirements, trucking and hauling costs, subcontractor expenses, and overall project costs.
• Prepare detailed cost estimates, bid summaries, and competitive proposals for underground utility and civil construction projects.
• Identify and recommend value engineering opportunities, alternative construction methods, material options, and cost-saving measures to develop more competitive bids while meeting project specifications and quality requirements.
• Review project plans and specifications to identify potential cost savings, constructability concerns, scope gaps, and opportunities to improve project efficiency.
• Attend pre-bid job walks to evaluate site conditions, access, existing utilities, grading requirements, and other factors that may affect project costs.
• Attend meetings at the company office or in the field with management, project managers, and field personnel to review estimates, discuss project scope, evaluate pricing, and finalize bids.
• Request, obtain, and review quotes from material suppliers, subcontractors, and vendors.
• Maintain existing relationships with utility and material suppliers, subcontractors, and vendors to support accurate and competitive project pricing.
• Identify discrepancies, scope gaps, and potential cost risks that may affect project pricing.
• Assist with preparing bid forms, proposal documents, exclusions, qualifications, and supporting bid information.
• Coordinate with project managers, field personnel, and company management to verify production rates, construction methods, material requirements, and estimated costs.
• Maintain organized electronic estimating files, supplier quotes, takeoff documentation, and bid records.
• Monitor bid opportunities and manage estimating deadlines to ensure timely and accurate submissions.
• Provide updates on estimating progress and communicate potential pricing concerns before bid deadlines.
Qualifications
• Previous experience in construction estimating, preferably in underground wet utilities, paving, grading, earthwork, or civil construction.
• Ability to independently read, interpret, and understand civil engineering plans, construction drawings, specifications, and bid documents.
• Demonstrated experience performing digital quantity takeoffs for underground utilities, paving, grading, and earthwork.
• Proficiency in Bluebeam Revu PDF software, including digital measurements, quantity takeoffs, markups, and plan review.
• Ability to read, interpret, understand, and apply geotechnical engineering reports to construction estimating and proposal preparation.
• Knowledge of underground water, sewer, and storm drain installation methods, materials, and construction practices.
• Understanding of paving, grading, excavation, soil conditions, compaction, subgrade preparation, and earthwork calculations.
• Ability to identify and develop value engineering solutions to improve project cost efficiency and bid competitiveness.
• Experience calculating labor, equipment, material, trucking, hauling, and subcontractor costs.
• Proficiency in Microsoft Excel and standard office software.
• Strong organizational skills, accuracy, and attention to detail.
• Ability to work independently in a remote environment, manage multiple projects, and meet strict bid deadlines.
• Willingness and ability to attend pre-bid job walks and occasional in-person meetings at the company office or in the field.
• Reliable internet access, a suitable home-office setup, and effective written and verbal communication skills.
Preferred Qualifications
• Experience estimating public works, municipal infrastructure, subdivisions, commercial developments, and private development projects.
• Familiarity with local agency standards, public bidding requirements, and prevailing wage projects.
• Experience working with underground utility contractors or civil construction companies.
• Knowledge of construction production rates, equipment costs, and field installation methods.
• Experience preparing complete bid proposals, including scope clarifications, exclusions, and project-specific qualifications.
• Familiarity with local material pricing, trucking rates, disposal costs, and subcontractor pricing.
Compensation and Schedule
• Part-time remote position with a flexible schedule.
• Approximately 15–25 hours per week, depending on project workload and bidding schedules.
• Compensation based on experience and qualifications.
• Occasional in-person attendance required for pre-bid job walks and meetings at the company office or in the field.
• Work hours may be coordinated around bid deadlines and company needs.
