Position Summary
Operate and maintain Orick Community Services District’s drinking water treatment, storage, and distribution system to provide safe, reliable service to approximately 145 water connections. Serve as the primary staff member responsible for coordinating water system regulatory compliance and ensuring accurate, complete, and timely reporting to the State Water Resources Control Board, Division of Drinking Water, and other applicable regulatory agencies, under the General Manager’s direction.
Essential Duties
• Operate and monitor treatment equipment, pumps, tanks, and distribution facilities; check water levels, pressure, flows, disinfectant residuals, chemical supplies, and treatment performance. Make authorized adjustments and follow approved operating procedures.
• Perform and document chlorine residual testing daily, Monday through Thursday. Collect required samples, perform field tests, coordinate certified laboratory testing, review results, and verify that required laboratory data are submitted to the appropriate agency.
• Inspect facilities and equipment; perform routine maintenance, troubleshoot problems, and complete minor repairs within training and certification. Assist in training maintenance staff in meter reading and assigned water system maintenance.
• Respond to leaks, equipment failures, water quality concerns, and emergencies; promptly notify the General Manager of significant problems and needed repairs. Maintain operating logs, maintenance records, and written operating procedures.
• Follow safety procedures, use appropriate protective equipment, assist customers courteously, and perform related duties as assigned.
Regulatory Reporting and Accountability
• Take primary responsibility for identifying, tracking, preparing, and ensuring timely submission of all state-required water system reports and other applicable regulatory filings. Maintain a compliance calendar covering monitoring, sampling, reporting, public notification, and permit deadlines.
• Prepare and submit applicable operational and monitoring reports, the electronic Annual Report, the Consumer Confidence Report and related certifications, and other required reports. Coordinate customer delivery and public notices with District staff. Obtain required management review, signatures, and authorizations before submission.
• Obtain needed information from laboratories, suppliers, and District staff; verify completeness and accuracy; retain reports, supporting records, and submission confirmations in District-accessible files. Follow up on missing data, rejected submissions, and agency requests until resolved.
• Promptly advise the General Manager of abnormal results, violations, missed or at-risk deadlines, and corrective actions needed. Make required regulatory notifications within applicable deadlines and authority; coordinate inspections and follow-up with regulators.
Qualifications
• High school diploma or equivalent; relevant training or experience in water operations, maintenance, sampling, regulatory reporting, and recordkeeping. Ability to work independently, manage deadlines, use basic computer systems and reporting portals, and communicate effectively.
• Valid California D1 or higher distribution certificate and treatment certification appropriate to assigned duties. Applicants without D1 certification must be willing to obtain it within nine months of employment. Maintain certifications required for the system classification and assigned operator role. Duties requiring certification may be performed only with the required certification or under an arrangement permitted by applicable requirements; the District must maintain appropriate certified operator coverage.
• Valid California driver’s license. Use a personal vehicle for authorized District business as needed; mileage is reimbursed at the IRS standard business mileage rate in effect on the travel date under District procedures. Coordinate laboratory drop-offs and supply runs with other staff when practical.
• Employment is contingent upon successfully completing a pre-employment drug screening conducted in accordance with applicable law and District policy.

The work schedule must accommodate daily chlorine residual testing Monday through Thursday. The General Manager schedules hours to meet operational and compliance needs. The position may be assigned on-call duties without restrictions, consistent with District policy. Additional hours, including evenings or weekends, may be required for reporting, sampling, emergencies, or repairs.
