Simply slightly loosen the bolts connecting the caliper to the fork/frame. Place the tool on the rotor and slide it in between the disc brake pads. Apply the brakes and tighten the caliper bolts. Release the brakes, turn the rotor and allow the tool to slide out.
Works quite well, makes it easy to eliminate pad rub.
