Job Summary
The Program Specialist 2 coordinates and oversees library circulation operations, including daily circulation desk activities, service workflows, and the consistent application of library circulation procedures and practices. This position monitors and addresses circulation issues, coordinates the resolution of overdue and missing materials, and works with appropriate campus offices to resolve account, access, and service-related concerns.
The position provides information and guidance to students and employees regarding library services, programs, and learning resources, and coordinates connections to appropriate library and Learning Commons resources. The position collaborates with campus partners to coordinate services and represents the library in collaborative initiatives, including the Whatcom Libraries Collaborate group. The position also identifies opportunities to improve circulation processes and the delivery of library services.
Reporting Structure/Supervisory Relationship
This position reports to the Program Manager B, Academic Support-Library.
Responsibilities
Essential Functions
-Provides information, guidance, and technical assistance to patrons regarding library services, programs, circulation procedures, and resources.
-Plans, organizes, coordinates, and oversees daily circulation desk operations, including scheduling, assigning, hiring, training, and providing direction to part-time hourly and work-study student employees.
-Develops, implements, and evaluates circulation procedures and practices to support effective, consistent, and responsive delivery of library services.
-Monitors and resolves circulation service issues, including troubleshooting copy machines and assisting patrons with computer-related tasks; consults with Information Technology on complex technical issues.
-Coordinates courier services with the Bellingham Public Library and monitors the timely transfer and receipt of library materials.
-Coordinates with the Registrar and Business Office to reconcile and resolve student and faculty library account issues, including overdue materials, fines, fees, and account holds.
-Analyzes circulation issues and develops and implements solutions to improve service delivery, workflow, and patron access to library resources.
-Monitors, documents, and reports circulation program activities and participates in evaluation and continuous improvement of library services, procedures, and workflows.
-Coordinates with the Systems Librarian and Technical Services to assess, implement, and maintain circulation-related workflows and processes within the Library Services Platform.
-Coordinates and collaborates with Learning Commons staff and other campus employees to facilitate integrated services and effective referrals to library and learning resources.
-Represents the library in appropriate campus and community partnerships and maintains effective working relationships with employees, students, and external service providers.
-Communicates information regarding library services, procedures, and account matters to patrons and colleagues in a clear, accurate, courteous, and professional manner.
-Transports, organizes, shelves, and retrieves library materials and instructional resources, including moving full book trucks between buildings as needed; retrieves and shelves materials from floor-level and elevated shelving; and moves sandwich boards, signage, and other display equipment as required.

-Knowledge of library circulation principles, practices, procedures, and service operations, including the management of library materials, patron accounts, and circulation workflows.
-Knowledge of library services and resources, including the role of the library and Learning Commons in supporting student learning and access to information.
-Ability to plan, organize, coordinate, and monitor daily circulation operations and student employee staffing to ensure effective and consistent service delivery.
-Ability to interpret, develop, implement, and evaluate procedures and workflows and to identify and resolve operational issues within the circulation program.
-Skill in analyzing circulation issues, coordinating solutions across departments, and establishing effective working relationships with students, employees, campus offices, and external partners.
-Skill in providing accurate information and assistance to a diverse population of patrons and resolving routine and complex service issues in a professional and effective manner.
-Skill In Microsoft Office applications and familiarity with a Library Services Platform, such as Ex Libris Alma, including the ability to learn and apply system functions related to circulation workflows.
-Ability to monitor program activities, maintain accurate records, prepare reports, and participate in continuous improvement and implementation of changes to library services, procedures, and systems.

Lead Work/Supervisory Responsibilities
-May provide work direction to staff, part-time hourly employees, and student employees engaged in library operations.
Working Conditions/Environment
-Work is performed in a standard indoor office environment with frequent interruptions, shifting priorities, and multiple deadlines. The position requires extended periods of sitting and computer use, along with frequent phone, email, and in-person interactions. Occasional movement throughout the office or campus may be required to coordinate logistics or deliver materials. Ability to lift and carry items weighing up to 25 pounds and ability to push a loaded book cart weighing up to 100 pounds is required.
Qualifications
Minimum Qualifications
-A bachelor's degree with a focus in library science, information science, library and information studies, education, or a related field.
OR
-Equivalent combination education and experience sufficient for the person to perform the duties.
Preferred Qualifications
-Bilingual skills (Spanish, Ukrainian, Punjabi, Russian, Mandarin, American Sign Language or Unified English Braille).
-Experience working in an academic library, higher education, student support services, or a related educational environment.
-Experience coordinating library circulation or related service operations, including circulation desk activities, student employee scheduling and training, patron account management, materials processing, overdue and lost material resolution, and coordination with campus departments or external partners.
-Experience using a Library Services Platform or integrated library system, such as Ex Libris Alma, and supporting the implementation or improvement of library workflows and procedures.
-The ability to take action to learn and grow.
-The ability to take action to meet the needs of others.
Licensure, Certification & Other Necessary Requirements
-Employment contingent upon passing a criminal background check and sexual misconduct review.
-Occasional travel to meetings, conferences and training sessions may be required.
Salary:
-This is a full-time, classified, WFSE (Washington Federation of State Employees) represented position. Salary is Range 42, starting at Step C, $4,004.00 per month with periodic increments to $4,980.00 per month.
