Used heavy duty wench, possible that it went on a tow truck. Has a dent on the top of the housing but its don't look like it has affected anything . The cable looks to be in good shape. only asking 25.00 obo or barter for maybe some used tools or maybe Dremel with some shanks. Please text only i wont answer calls i dont know ..
